The university is also committed to protecting the privacy of beneficiaries’ data and information and handling submissions received through its electronic channels according to clear regulations that ensure respect for opinions, promote constructive dialogue, and provide equal opportunities for all individuals to communicate their voices and feedback to the relevant authorities within the university.
King Khalid University monitors and reviews electronic participation according to its approved policies and reserves the right to publish, refuse publication, or remove any participation that violates regulations, conflicts with the objectives of electronic participation, fails to comply with standards of respectful dialogue, includes offensive or inaccurate information, or contains content unrelated to the proposed topic, without any legal obligation on the university’s part.
Neither the university nor its staff or representatives shall bear legal responsibility for opinions, comments, or feedback published by participants through its electronic channels, as such contributions represent only the views of their authors unless officially issued by the university through its approved channels.
This policy reflects the university’s commitment to involving beneficiaries in improving university service experiences and benefiting from their opinions and ideas in supporting decision-making, enhancing operational efficiency, and improving the quality of digital services and institutional initiatives.
The policy also aims to clarify the general controls of electronic participation, define the rights and responsibilities of participants, and explain the mechanism for handling submitted contributions, ensuring a safe and organized interactive environment based on respect, transparency, responsibility, and purposeful dialogue.

Terms and Controls of Community Participation:
Participation must be related to the proposed topic, services, regulations, policies, or initiatives that fall within King Khalid University’s areas of responsibility.
Participation must be clear and objective and include an opinion, suggestion, or remark that can be studied, analyzed, or utilized.
Compliance with the laws, regulations, and instructions applicable in the Kingdom of Saudi Arabia and with the university’s approved policies.
Adherence to standards of respectful dialogue and respect for differing opinions while avoiding offensive, abusive, or inappropriate language.
No publication of content that insults religion, the nation, leadership, government entities, the university, its employees, or any individual or entity.
No inclusion of any content that incites hatred, discrimination, fanaticism, or violence, or violates public morals and values.
No publication of rumors or false, misleading, or unverified information.
No publication of confidential data, internal information, or unauthorized documents related to the university or any other entity.
Respect intellectual property rights and avoid publishing copied or protected content without citing the source or obtaining the necessary permission.
Electronic participation channels must not be used for advertising, marketing, commercial, or personal purposes unrelated to the participation topic.
Participation must not include unreliable links or files that may contain malware or inappropriate content.
Impersonating any person or entity when submitting participation is prohibited.
Avoid repeating the same participation multiple times or submitting repetitive contributions that add no new value.
Participants must provide accurate and correct information whenever required.
The participating entity or individual bears full responsibility for the content of the submitted participation.
The university reserves the right to review, modify, refuse publication, or remove any participation that violates these terms and controls, applicable laws and regulations, or falls outside the proposed topic.
Acceptance or publication of participation does not constitute an obligation for the university to adopt or implement it; rather, contributions are treated as supporting inputs for study, analysis, and development.

Roles and responsibilities are integrated among the relevant entities within King Khalid University and the participants in electronic participation to ensure the organization of receiving opinions and suggestions, studying them, and benefiting from them in developing services, regulations, policies, and related organizational decisions. The most prominent roles and responsibilities are as follows:
King Khalid University: The university is committed to providing official and secure digital channels for electronic participation, presenting topics related to its areas of specialization, clarifying the objectives, scope, duration, and target groups of participation, while maintaining the privacy and data of participants.
The Subject-Owning Entity within the University: Responsible for preparing the participation topic, identifying the target groups, studying the submitted opinions and suggestions, and analyzing the possibility of benefiting from them in developing related services, regulations, policies, or procedures.
The Entity Responsible for Managing Electronic Participation: Responsible for publishing participation opportunities through official digital channels, following up on submitted participations, conducting preliminary sorting, referring them to the relevant authorities, and coordinating the publication of participation results or their impact whenever appropriate.
Relevant Legal and Regulatory Authorities: Responsible for reviewing proposals with legal or regulatory impact, ensuring their compliance with applicable laws, regulations, and instructions, and supporting the drafting of final outputs when needed.
Participants: Participants are committed to providing clear, objective opinions and suggestions related to the proposed topic while adhering to laws and public ethics, ensuring accuracy and credibility, and refraining from publishing any confidential, misleading, offensive, or violating information.
