The participants recommended the importance of the formation of a higher council for university hospitals to develop a general strategy for the university healthcare system. In addition, they recommended establishing a national center for research in the health field, with the need to demand a cooperation of university health systems with specialized international organizations and follow up the results of this cooperation through the proposed higher council.

As it is stated in the recommendations, in light of the strategic shift in the health sector, participants advised decision-makers to work on increasing and supporting family medicine programs, and community medicine as well, to produce sufficient numbers of doctors in these two specializations. Moreover, decision-makers should be encouraged to optimize the investment in health information technology and to use it more broadly in the patient assessment, treatment, and remote follow-up; especially in the cases that do not require hospitalization. This is with the aim of minimizing cost, and preventing transfer of infection in hospitals. Also, Decision-makers should seek to use the latest health information technology to serve in the training of students, doctors, and health practitioners, and in the continuation of health research. Finally, the participants recommended that university healthcare systems have to work on diversifying funding sources, besides their optimal usage.
