A study reveals the relationship between the decline in scientific research and incentives.

An Assistant Professor in the Business Administration Department of Community College for Girls at King Khalid University (KKU), Dr. Roqya Mohammed, has conducted a study on the importance of promoting scientific research in Saudi universities. In the study, Dr. Roqya concentrated on the main reasons for the dearth of research. She explained that "the scientific production is a key component in universities; it is one of the main objectives, in our times, it has become one of the goals of most economic, cultural, and political institutions. Therefore, big budget is allocated for the research field because it strengthens organization center, putting it at the top of the leading institutions in the service market or commodity offered to the community'.

Dr. Roqya further said, "There are many barriers to achieving this goal. It is supposed to create solutions to this problem by the diagnosis, first to get the proper prescription for the eradication of obstacles from its roots." She stressed that "in Saudi universities, there is a direct correlation between academician's material and moral incentives and his / her scientific production. In the contrary, there is a counterproductive relation between increased academic and administrative burden, and scientific production. In addition, there is a direct correlation between the constraints of scientific production and scientific dissemination in Saudi universities". Dr.Roqya added, "Those who are interested in the role of Saudi universities in the field of scientific research and publication have noticed increase in attention to this area at all scientific levels and units. But, it has not reached the desirable goals and developmental plans of the Kingdom because of a lot of obstacles."

On the importance of research, Dr. Roqya showed that it came from the importance of scientific production, which does not bear fruit without scientific publication, believing that all communities' problems could be handled in scientific publications. "Hence, scientific research is the most important objectives of universities, which looses the most important element of its existence as an institution of higher education in case of the dearth of scientific research and dissemination". Regarding the aim of the study, Dr. Roqya pointed out in her study, "We must recognize the obstacles facing scientific production and publishing in Saudi universities.  We must propose appropriate solutions to scientific publishing, and to production constraints as well.

Dr. Roqya concluded, "It is necessary to lighten the academic and administrative burden on the shoulders of the university professors. We should strive hard to overcome all obstacles to achieve the desired global levels in terms of quantity, and in the quality of scientific production, and publishing in Saudi universities."
